Advocate Norman Gidi has formally assumed office as chief executive officer of the Film and Publication Board, following approval of his appointment by communications minister Solly Malatsi, acting with Cabinet concurrence. His term began on 12 January, placing him at the helm of South Africa’s statutory content-classification authority.
The FPB operates as an entity of the Department of Communications and Digital Technologies and is responsible for regulating and classifying films, games and certain publications. The appointment comes at a time when the regulator faces growing pressure to adapt to digital platforms, online content distribution and evolving public expectations around child protection and freedom of expression.
According to the Film and Publication Board, Gidi brings more than two decades of senior leadership experience across communications, regulation and public administration. His background is expected to support institutional stability and continuity within the organisation, which plays a central role in South Africa’s media and digital policy framework.
Gidi’s academic credentials include an LLB and a Master of Laws specialising in communications law. He has also completed executive training programmes focused on ICT regulation and public leadership, equipping him with exposure to international regulatory practice and policy development.
Much of his professional career has been spent at the Independent Communications Authority of South Africa, where he served in several senior roles over more than a decade. As reported by ICASA, his responsibilities included licensing, legal and compliance oversight, and later policy research and analysis, giving him direct experience in complex regulatory environments.
In September 2022, he was appointed acting chief executive of ICASA, a role that further expanded his executive responsibilities within the communications sector. His regulatory profile was strengthened in 2024 when he was appointed to a panel of legal experts at the International Telecommunications Satellite Organisation.
According to the Department of Communications and Digital Technologies, the FPB Council has expressed confidence that Gidi’s leadership will strengthen regulatory effectiveness and guide the organisation through ongoing changes in the media and digital landscape.
