    Harry Gwala Development Agency re-advertises Chief Executive Officer Position

    The Harry Gwala Development Agency (HGDA) — the Special Purpose Vehicle of the Harry Gwala District Municipality — has reopened applications for the position of Chief Executive Officer (CEO). The agency plays a pivotal role in driving strategic industrialisation, investment, and economic growth initiatives across the district and its local municipalities, with a focus on implementing high-impact programmes that stimulate sustainable development.

    The CEO will serve on a five-year fixed-term, performance-based contract, with remuneration aligned to the Government Gazette No. 4897 (30 May 2024), which determines the upper limits of total remuneration packages for municipal managers and their direct reports.

    Qualifications and experience required

    Applicants must hold an NQF Level 7 qualification in Public Administration, Development Studies, Commerce, Public Management, or Management. A senior-level qualification will be considered an added advantage. Candidates should possess at least five years of senior management experience within local government, with proven success in managing multidisciplinary teams and providing strategic leadership.

    A strong understanding of economic and industrial development zones, financial modelling, and fundable business plan packaging is essential. Candidates must also demonstrate the ability to engage effectively with both the public and private sectors, showcasing negotiation and deal-making skills. Knowledge of local government legislation, including the Municipal Finance Management Act (MFMA), and the Certificate Programme in Management and Development in Municipal Finance (CPMD) are preferred. A valid Code B driver’s licence is required.

    Strategic leadership and accountability

    The successful candidate will provide executive strategic leadership to the agency, ensuring it fulfils its mandate in line with national and provincial legislation. Key responsibilities include leading business modelling and strategy development, building partnerships with stakeholders, overseeing financial performance, and ensuring compliance with all legislative and governance frameworks.

    The CEO will also be expected to maintain strong relationships with local municipalities, the private sector, and other strategic partners to drive inclusive and sustainable economic growth within the district.
