    COMMISSIONER OF THE SOUTH AFRICAN REVENUE SERVICE
    Five (5) Year Contract
    Remuneration Package: Negotiable
    Reference: SARS001/2025
    Location: Pretoria

    Applications are invited for the position of Commissioner for the South African Revenue Service (SARS).

    The Commissioner, acting under the policy direction of the Minister of Finance and in accordance with the values and principles of the Constitution, is required to lead SARS in collecting revenue efficiently and effectively. This includes formulating the strategic intent and operational plan for SARS to deliver on its mandate.

    The successful candidate will reflect the highest professional standards of ethical conduct and display a commitment to integrity, fairness, and accountability. The Commissioner must uphold a degree of independence that is beyond reproach and foster public trust, while ensuring the delivery of high-quality service to all South Africans.


    Key Outputs

    • Develop and implement SARS’ strategic intent to fulfil its mandate.
    • Ensure effective management of SARS operations, including:
      • Organisational arrangements, staff establishment, appointments, and conditions of employment (per Section 18 of the SARS Act).
    • Lead the modernisation of SARS by deploying digital and emerging technologies for effective tax and customs administration.
    • Perform additional actions as described in Section 5.1 of the SARS Act.
    • Ensure strategic positioning of SARS with public service leaders and national, regional, and international stakeholders.
    • Lead the development and implementation of enterprise control, risk, and compliance frameworks.
    • Ensure effective financial budgeting, cost management, and corporate governance.
    • Foster high employee engagement to achieve peak performance.
    • Demonstrate exemplary leadership behaviour aligned with SARS’ values.

    Qualifications and Experience

    • A relevant degree (e.g. Finance, Law, Economics, Tax, Accounting) recognised by SAQA.
    • Postgraduate qualification will be an advantage.
    • Minimum of 10 years’ relevant senior management experience within the financial sector.

    Technical competencies include:

    • Leadership and management experience
    • Service delivery innovation
    • Strategic planning and decisiveness
    • Efficiency improvement and effective organisational management
    • Strong execution and implementation skills
    • Knowledge of the SARS Act, PFMA, and public service environment

    Behavioural competencies include:

    • Honesty and integrity
    • Professionalism and fairness
    • Accountability and responsibility for societal impact
    • Diplomacy and conceptual thinking
    • Leveraging diversity and building partnerships
    • Championing SARS’ mandate with leadership competence

    Additional Information

    • Remuneration: Negotiable and benchmarked against similar positions.
    • Contract: Five (5) year contract, renewable.
