The National Development Agency (NDA), a Schedule 3A national public entity accountable to Parliament through the Minister of Social Development, has opened applications for two senior leadership positions central to its mission of eradicating poverty and driving inclusive growth in South Africa.

The Agency is seeking accomplished professionals to fill the roles of Chief Financial Officer (CFO) and Chief Executive Officer (CEO), both based at its Head Office. The appointments, offered on five-year fixed-term contracts, reflect the NDA’s commitment to strong governance, financial stability, and effective programme delivery across its national operations.

The position of Chief Financial Officer, graded at P4 with an annual total cost-to-company package of R1,842,552.29, calls for a finance leader who combines technical precision with strategic foresight. The NDA is looking for an individual capable of managing financial complexity with clarity, driving transformation through innovative financial systems, and embedding accountability in every aspect of operations. The successful candidate will lead the Agency’s finance department, ensuring fiscal discipline, sound reporting, and efficient allocation of resources to support the NDA’s developmental objectives.

The CFO will oversee financial planning, internal controls, risk management, and compliance with PFMA, Treasury Regulations, and GRAP standards. They will also manage supply chain and procurement processes, asset registers, and liquidity to ensure the organisation’s financial sustainability. A key element of the role involves strengthening governance and building a culture of excellence and inclusivity within the finance team.

Applicants must hold an Honours Degree in Accounting or an equivalent qualification at NQF level 8, together with a Chartered Accountant (CA(SA)) designation. A minimum of eight years’ experience in senior financial leadership, including at least three years as a CFO and five years in management, is required. Candidates should possess an in-depth understanding of financial legislation, governance frameworks, and stakeholder engagement within either the public or private sector.

The Agency is also recruiting a Chief Executive Officer to guide its strategy, implementation, and operations in a rapidly evolving development environment. Reporting to the NDA Board Chairperson, the CEO role—graded at P3 and offering a remuneration package of R2,646,522.52 per annum—demands a leader with vision, resilience, and a deep understanding of development, transformation, and organisational management.

The CEO will be responsible for steering the NDA’s strategic direction, mobilising resources to ensure sustainability, and ensuring effective alignment with the broader social development agenda. The role also requires the establishment of innovative approaches to programme delivery, ensuring measurable progress towards poverty reduction and community upliftment. Leadership, people management, and stakeholder engagement will be essential to achieving these objectives.

Candidates must hold a postgraduate qualification at NQF Level 9 in Public Administration, Public Management, Business Management, Business Development, or a related field. At least ten years’ experience in executive or senior public/private sector leadership is essential, along with a proven track record in development planning and execution.

Interested applicants should submit a detailed CV with three referees and the NDA job application form, referencing the appropriate job number—2025CFO1 for the Chief Financial Officer or 2025CEO1 for the Chief Executive Officer—in the subject line of their email. Applications should be sent to Recruitment@nda.org.za by 2 November 2025.

Further information, including the full job profiles and application forms, is available on the NDA website. Queries can be directed to Ms Pataka Modana at 011 018 5500 / 5362 or 064 904 7045. Candidates who do not receive a response within two months after the closing date should consider their applications unsuccessful.

The NDA encourages applications from candidates whose appointment will advance its Employment Equity objectives. All applicants will be subject to background screening, qualification verification, and competency assessments as required.

    Issue date: 19 October 2025.

    Closing date: 2 November 2025.
