PURPOSE OF THE JOB
The Chief Executive Officer (CEO) is responsible for providing strategic direction in articulating the RAF vision and goals through planning, implementing, and integrating the strategic direction for all operations. The CEO oversees all RAF operations and business activities to ensure they produce the desired results and are consistent with the overall strategy and mission. The CEO is accountable for the delivery and execution of the Road Accident Fund (RAF) mandate aligned to the Act.
QUALIFICATIONS AND EXPERIENCE
- Postgraduate Degree in Business Administration/Law/Finance or related qualification.
- Master’s Degree in Business Management/Leadership Administration will be an added advantage.
- 10+ years’ experience in an Executive position.
- Extensive corporate governance knowledge and experience in either Public or Private Sector, with emphasis on public sector governance.
- Proven turnaround strategist with a track record of running complex organisations.
- Strong understanding of corporate finance and performance management principles.
- In-depth knowledge of corporate governance and general management best practices.
- Knowledge of claims management systems, insurance/reinsurance advantageous.
- Knowledge of Motor Vehicle Accident legislation advantageous.
- Experience in leading and managing organisational transformation will be an added advantage.

KEY PERFORMANCE AREAS
1. Strategy and Transformation
- Formulate and lead approval of the organisation’s strategic direction.
- Ensure effective corporate governance processes.
- Monitor performance against strategic objectives and implement corrective actions.
- Propose legislative measures to ensure RAF fulfils its vision.
- Drive the objectives of the National Transformation Agenda, including the RAF Act amendment process.
2. Strategic Operational Management
- Oversee claims lifecycle: origination to post-crash settlement care.
- Provide strategic direction for RAF’s digital modernisation.
- Oversee litigation and reduce legal costs.
- Ensure quality services, standards, systems, and organisational stability.
- Meet financial and operational goals while cultivating a high-performance culture.
3. Financial Sustainability
- Ensure long-term organisational financial sustainability.
- Assess funding options aligned to best practice.
4. Governance
- Oversee risk and governance control processes.
- Support legislative amendments and Department of Transport processes.
- Ensure compliance with the Constitution, RAF Act, and relevant legislation.
- Advise RAF Board and Committees on trends and issues.
- Promote values and support RAF’s mission and goals.
- Ensure effective administration of Board and Committee meetings.
5. Stakeholder Management
- Lead engagement with employees, unions, and key stakeholders.
- Engage the Department of Transport on sustainability and operations.
- Maintain proactive, progressive stakeholder relations.
6. People Management
- Lead RAF executive leadership team to achieve objectives.
- Ensure motivation, cohesion, and alignment of teams.
REMUNERATION
Negotiable.
RAF offers Total Employment Cost packages with no additional contributions from the Employer. Successful candidates are required to structure their packages according to their needs.
