Liana Moolman, the chief financial officer of the Road Traffic Management Corporation (RTMC), has been placed on precautionary suspension due to whistleblower allegations. Her suspension follows that of RTMC CEO Advocate Makhosini Msibi, who has been under precautionary suspension since July 1, 2025, amid serious allegations.
RTMC spokesperson Simon Zwane confirmed that Moolman’s suspension, effective from September 25, was authorized by interim RTMC CEO Refilwe Mongale. According to Moneyweb, the suspension is intended to facilitate an internal investigation without prejudice. A forensic investigation is currently underway, conducted by KPMG.
The Organisation Undoing Tax Abuse (Outa) expressed surprise at Moolman’s suspension, noting that she had reportedly raised concerns and refused to approve dubious transactions linked to Msibi. Allegations against Moolman include her alleged failure to manage the RTMC’s budget, leading to a reported deficit that has forced the agency to implement severe cost-cutting measures.
Serious allegations have emerged from whistleblower communications directed to multiple entities, including the Department of Transport and the Presidency. These allegations include financial misconduct, irregular procurement, and governance failures under Msibi’s leadership. In a circular to staff, Msibi acknowledged a financial crisis at the RTMC, citing severe liquidity constraints.
Msibi has launched a high court application to review and set aside his suspension, arguing that the board’s decision usurped the powers of the shareholders committee, which he claims has the authority to appoint or suspend the CEO.
He contends that previous investigations by reputable law firms found no evidence of wrongdoing on his part, asserting that the allegations stem from internal officials seeking to destabilize the organization due to his efforts against corruption.
The RTMC continues to face scrutiny as the investigation progresses, with both Moolman and Msibi’s suspensions impacting the agency’s operations and reputation. The court hearing for Msibi’s application is pending.
