Johnstone Makhubu, the Deputy Commissioner of the South African Revenue Service (Sars), is being favoured by the country’s finance minister to take over as the new commissioner. This makes him a strong candidate to replace Edward Kieswetter when he steps down.

Makhubu has served as deputy commissioner for taxpayer engagement since his appointment in 2023, alongside two other deputy commissioners. His support from the finance minister positions him well for the role, although discussions regarding the succession plan remain confidential.

Edward Kieswetter is set to leave his position in April 2026. He was initially appointed in May 2019, with his term extended in 2024 by President Cyril Ramaphosa to ensure a smooth transition in leadership. Kieswetter has requested an early release from his contract, and the position will be officially advertised in the coming weeks, following which Finance Minister Enoch Godongwana will make a recommendation to President Ramaphosa.

During the transition period, Kieswetter is expected to remain in his role until December to facilitate the handover to his successor. Attempts to reach Kieswetter for comment were unsuccessful.
