Rosebank International, the private higher education brand owned by JSE-listed education group ADvTECH, has appointed Advocate Sithembiso Ntuli as head of legal.

Ntuli, an admitted advocate of the High Court of South Africa, will lead the group’s legal function. His portfolio covers strategic legal advice, contract and commercial governance, legal and regulatory risk, and dispute management. It also includes oversight of external counsel and the development of the institution’s internal legal capacity.

He was previously deputy registrar at Rosebank International, responsible for governance, compliance, legal affairs, policy development and student matters.

Rosebank International was known as IIE Rosebank College until ADvTECH announced its rebrand in May 2026. The new name aligns the South African campuses with Rosebank International University College in Accra, Ghana, which began registering students in January 2026. ADvTECH is redeveloping the institution’s campuses in Braamfontein, Durban and Polokwane, and plans a new campus in KuGompo City, formerly East London, for 2027.

The appointment comes as ADvTECH’s tertiary business grows. In the six months to 30 June 2026, tertiary revenue rose 17% to R2.24 billion and the division’s operating profit increased 19% to R592 million. Tertiary enrolments rose 19% to 71,467 students, out of a group total of 119,197.

Private institutions in South Africa must be registered with the Department of Higher Education and Training, and their programmes must be accredited by the Council on Higher Education.

Ntuli’s background spans law and education policy. As a policy analyst, he was lead writer of the Policy on Home Education, which the Council of Education Ministers approved in July 2018. The policy sets out the rules for parents who teach children of compulsory school age at home. He also lectured in education policy and professionalism at the University of KwaZulu-Natal. He began his career as an educator and head of department in KwaZulu-Natal.

He completed pupillage through the Johannesburg Society of Advocates in 2019. His areas of interest include education law, contract law, legal and regulatory risk, governance, policy development and the development of in-house legal functions.

Ntuli holds an LLB from the University of KwaZulu-Natal. During those studies he received a dean’s commendation, a scholarship for academic excellence and merit recognition in law of contract and in insurance and agency.

He also holds a Bachelor of Education Honours, awarded cum laude, from the former University of Durban-Westville. His other qualifications are a postgraduate diploma in education management and an advanced certificate in education leadership from Unisa, and a diploma in education from the former Edgewood College of Education.
